**Subject: Request for Rehearing Due to Racial Discrimination and Unfair Decision at Adjudication**
Name:
Licence
Notice Number:GK
Dear Bylaw Officer,
I am writing to formally request a rehearing of my parking ticket adjudication, as I believe the hearing held on September , 2024, was tainted by racial discrimination and an unjust decision by the adjudicator.
During the hearing, when I was called to present my evidence, the adjudicator asked for my name, which I provided clearly, including a specific clarification of my surname. Despite this, the adjudicator proceeded to ask again, in an unfriendly manner, which part was my first name and which part was my last name. My name was written in the standard format on all submitted documents, with the first name followed by the last name— —a name that is not particularly complex. I then offered to use my English name, Jason, to ease communication, at which point the adjudicator asked a highly inappropriate and offensive question: “Why do you have two names?” This question was irrelevant to the proceedings and deeply troubling, casting serious doubt on the adjudicator’s impartiality and professionalism.
Furthermore, during the hearing, I pointed out a significant issue with the ticket: insufficient evidence. None of the photos taken by the officer at the scene showed my vehicle's license plate in relation to any parking restriction signs. Despite this glaring evidentiary gap, the adjudicator dismissed my argument without proper consideration. The combination of these events has left me with a strong impression that racial bias influenced the adjudicator’s ability to make a fair judgment.
I believe that the adjudicator’s actions reflect a serious breach of the fairness expected in such proceedings and may be indicative of racial discrimination. As a result, I strongly urge you to cancel the original adjudication decision and grant a new hearing.
Should this request not be appropriately addressed, I will escalate the matter. I intend to file a formal complaint with the City of Vancouver’s **Equity Office** and, if necessary, with the **British Columbia Human Rights Tribunal (BCHRT)**, which handles cases of discrimination in services provided by public entities. I will also consider contacting the **Ombudsperson of BC** to investigate the fairness of the process, as well as file a report with the **City of Vancouver's Complaint Office**.
I hope for a prompt and appropriate resolution to this matter and look forward to your response.
Sincerely,
